Statement of Solidarity with the Water and Land Defenders and against the Morelos Integral Project in Mexico

(December 13, 2020 update) Thanks to all, todas, todos, todoas, who signed this statement of support and denunciation.
More than one hundred signatures were collected from people and collectives from Mexico, the United States, South America and Europe. We say to the compañeras and compañeros  in struggle against the megaprojects that they are not alone. We say to the Mexican state, that we repudiate its repressive methods and that we are on the alert of its predatory steps; and before the whole world we denounce the deathly voracity of the companies and the state that works for them.

While peasants in Morelos, Puebla and Tlaxcala defend even with their lives the land and water against the dispossession from transnational companies with the support of the Mexican state, we can, with this letter and our signatures, send them our solidarity; to the repressive and lying state, our repudiation; and to the whole world the truth of the resistance of the peoples and the deadly voracity of the companies and the state working for them.

With pain and rage we see that the Mexican state, supported by the armed forces and acting in the middle of the night, like the thieves they are, exercises once again its repressive power to impose upon the original peoples its so-called progress, which does nothing more than serve transnational corporations, at the cost of the peoples’ lives.

We, the undersigned, strongly repudiate the eviction of the resistance camp of peasant defenders of the Cuautla River in the state of Morelos, carried out at dawn on Monday, November 23 by hundreds of soldiers from the National Guard and anti-riot elements of the state police. This resistance camp had been maintained for four years on the river bank in order to stop the completion of the aqueduct that will transport the water from that river to the Huexca thermoelectric plant, part of the Morelos Integral Project (PIM), leaving 32 ejidos without the water needed to irrigate their crops.

The PIM is one of the projects that the current president Lopez Obrador has promoted the most. The megaproject extends through the states of Puebla, Morelos and Tlaxcala, and consists of two thermoelectric plants, a gas pipeline and the aqueduct in question. In his presidential campaign, Lopez Obrador expressed his opposition to this project; however, a few months after his presidency began, his position changed and he decided to fully  support the PIM.

The camp that defends the Cuautla River is the last resistance preventing the megaproject from being concluded. Since its inception in 2011 during the presidency of Felipe Calderón (2006-2012), construction has advanced only by repressing the opposition of communities, imposing rigged consultations, illegitimate agreements, imprisoning leaders, and even the murder of Samir Flores Soberanes in February 2019. We recall that days before his assassination, President Lopez Obrador accused Samir of being a “conservative” and reproached him for his opposition to the project that, according to the President, was for the benefit of the people.

But, we wonder, how is it going to be for the benefit of the people when they steal the water from their crops? What is the benefit if the gas pipeline is going to pass through the slopes of the Popocatépetl volcano, despite its constant seismic activity, risking leaks, explosions and fires? Is it a benefit for the people when the noise produced by the thermoelectric plants is so high that it makes it very difficult to live near them? Benefit for the people when the thermoelectric plants will pollute the water of their surroundings? “What will be the benefit for the people?” ask the communities that fight against the megaproject, while denouncing that transnational corporations such as Elecnor, Enagas, Nissan, Burlington, Bonatti, and others, are the ones that will profit from the project. 

If there is so much concern for the people, we wonder then why is the Mexican Federal Electricity Commission going ahead with the construction, ignoring the 19 current injunctions that Morelos´ residents have presented before federal courts? And if they are so concerned for the people, why did  hundreds of National Guardsmen, sheltered in the dark of night, evict the camp that, at that time, had only 10 people, using helicopters and drones? And if all this is for the benefit of the people, why then do they post National Guards at all accesses to the river that has been kidnapped?

The communities organized in the General Assembly of the Zapatista Occupation of San Pedro Apatlaco defend their right to use the water from the Cuautla River. In fact, the river’s waters were legally granted to them by a Presidential order at the beginning of the last century, that is valid until 2035. Furthermore, the National Water Commission (CONAGUA), the Mexican state body in charge of regulating the use of water in Mexico, establishes that the river should be used for agriculture and not for industrial purposes.

We demand respect for the communities, and we repudiate megaprojects like the PIM. Even more, we reject the use of the armed forces, deception and repression to impose them. The PIM, like the misnamed “Mayan Train,” the “Trans-isthmic Corridor,” the Dos Bocas refinery, and other megaprojects that have been strongly promoted by the current president, Andres Manuel Lopez Obrador, feed the capitalist hydra while they annihilate communities of original eoples that fight for life.

We make a call to stay alert and to speak out against the megaprojects, as well as the deceptions and repressive measures of the Mexican state to dispossess communities in favor of wealthy investors.
We embrace the compañeros who are defending the water and land of Puebla, Tlaxcala and Morelos, and we tell them…
